Abstract

Sidewalks are an essential facility for pedestrians, yet their condition in many urban areas, including Padang City, is often suboptimal due to misuse as parking areas and street-vendor sites, reducing user comfort and safety. This condition also occurs on Sisingamangaraja Street, Simpang Haru–Padang, a corridor with fairly high pedestrian movement. This study aims to analyze the sidewalk Level of Service (LOS) based on Regulation of the Minister of Public Works No. 03/PRT/M/2014, to determine pedestrian perception, and to interpret the relationship between them. A descriptive quantitative approach was used, with primary data from field observation, sidewalk dimension measurement, and pedestrian flow calculation referring to the Highway Capacity Manual (HCM) 2000, together with a questionnaire distributed to 100 respondents (exceeding the minimum of 89 obtained from the Slovin formula at a 10% error margin). Results show that five of six sidewalk segments fall into LOS A and one into LOS B, while the average pedestrian-perception score is 2.72 (fair category), with safety scoring lowest at 2.28. A mismatch was found between the technical results and user perception, caused by side friction not captured by the quantitative LOS parameters. This study recommends that sidewalk service-level evaluation integrate technical analysis with user perception simultaneously
